These fake websites are made by the scammer to make it seem like there is crypto on the site. They may provide a log in for potential victims to use. Once you try to withdrawal the funds, you're hit with upfront fees and such to pay the site/scammer.
If you fall victim and pay - they'd most likely then come up with more excuses for you to pay. Maybe even blackmail you saying you tried to withdrawal money that wasn't yours etc. pay now and the problem will go away... fear is another tactic scammers love to use.
They are called advance fee scams. You pay first then get nothing.
