It's fake. There's no phone and you can check your paypal account for any unwanted purchases directly on the paypal site. This fake invoice is meant to scare you into thinking you were hacked and make you panic and dial the number that's on it so the scammers can pretend to be customer service and get your info from you.
Phishing, in other words.
