The fees are fictitious and are just an excuse to make you to lose more of your money.
Getting money back from these sorts of scams is almost impossible.
Cut all contact with the scammer and report to the authorities like the FTC and IC3 in the US.
And don't fall for anyone who claims they can get your money back because they're just scammers because like I said getting the money back is impossible.
