I live in CA. Never been to North Carolina. They sent a text saying I owe a toll of $11.69 and I should pay it to prevent a late fee of $50. Not happening!!

That's how they get you. They pretend to be from Paypal and ask you to log in to a copy-cat website so they can steal your info.

Or copy the link to Google Chrome to open) When you open the link it PRETENDS to be a USPS TRACKING SITE. In reality, on the next page, it asks you to put you card number for 0.30$ payment . IT IS FRAUD.
