I ordered a portable printer that came with six rolls of paper for $19.98. They sent me just a roll of paper. When I contacted them many, many times they said that I got what I ordered. I know for a fact that a roll of paper does not cost &19.98. This company is a complete SCAM.

Absolutely. I ordered some nice fleece-lined pants and got some cheap costume-quality junk. I ordered 10/30 and after 7 weeks contacted them to say I hadn't received it yet and that my order and tracking links weren't working. Miraculously they sent me a new tracking link showing my order had shipped earlier that VERY DAY. Two days later I had the junk in the mail and immediately requested a return to which they asked me to show them proof that the quality was not as advertised - not once but TWICE. I finally just opened a dispute with PayPal today because this company is clearly a scam. They're hoping people buy and forget, then they send cheap junk if they complain, then they ask for proof if they complain about the quality. They're just hoping people will give up each step of the way. Finally, people dispute and PayPal covers them, but the company likely never gets hit for any real recourse.
