The number is fake - a VOIP or internet number scammers can get rather easy to make it seem like it's from the US:

Comment / ReviewThe red flags:
- paypal will send you a email from their domain, not some random gmail address
- the funds that claim to be bought are usually high, in the hundreds
- they will claim the charge won't be on your paypal account YET
- there will be a sense of urgency to cancel/call the fake support number
- paypal won't openly show a support number, often it's in different color and in bold font. No real company wants to show this willingly (they will direct you to their faq/website before even having you talk to anyone)
- if you do call, the person on the other line will most likely have an Indian accent

The scam is to get you for a refund scam. The scammer pretends to be paypal and "help" you get your money back... there are number of ways it can go but usually, it will lead to YOU having to pay or move your own money around to the scammer.
