It's most likely phishing. The scammer sends a fake invoice to get you to question the security of your paypal account (if you have one) and to get you to click on a phishing link in the email that redirects you to a page that looks identical to paypal's site so you can put in your info and that way the scammer gets your paypal account for themself.
