I've just received a similar text using my correct first and last name:
"Dear {first name}{last name}, Your PayPaI acct. logged in from Dubai U.A.E Today at 2:15pm, Is this you? If not, caII on +61-1800-512123 Immediately.

My mother received the same message yesterday. 100% a scam.
