Emailed to say that someone had requested money from me. When I opened my PayPal the request was there so I called number on
Email. However I hung up when they started to ask for my card details.

I received a genuine message the same as yours from PayPal - when I opened my PayPal (not through any link in the email) I could see that someone called Felipe Garcia had requested £649.99 from my PayPal account and there was a button on there for me to send the payment. I have reported it to ActionFraud.
