It's not a scam it's just a 3rd party calling service for Angi/Home advisor. The amount of people that claim to know but didn't even answer the call is wild.

I reached out to you several times over the past few days. All correspondence have been ignored. At this point in time you have left me no other choice but to forfeit legal rights to proceed to have you located. Now we did verify the commercial as well as several residential locations. Understand that you do still have the option to get in contact with the office handling the claim prior to the order of location being released now provide you that information once again just that there's no way for you to state that there was no prior knowledge of this matter.
