taking money for prroduct orders and then going quiet

I have ordered a road bike and agreed on 50/50 payment for it . Then had my order canceled for requesting extra payment ( they told me that they can’t ship until I make other 50% payment , then promised a refund after order cancellation however, refund still not been made and the company is not responding at all! All proofs are available if needed
