Contact the seller you bought from and ask about the situation.
Contact your bank or credit card company and ask them if a refund is possible in case the seller is unresponsive.
Where did you buy the computer from? Was it an established site or was it through ebay or facebook marketplace etc? More information may help but if you haven't gotten it and paid via credit card you can call them to try and get a refund.
