Your question "how can a site do this" is easy to answer, they close the webshop, remove the shop from the server and you're done. So you have been scammed. Because the webshop has disappeared, there is little left to verify. Fortunately, there is still an internet archive although it is limited. This shop has been "indexed" 2 times and when we look at the shop it is quickly clear that there are no general terms and conditions and no company details. This means that it is a scam.
If you order something on a webshop, the first thing you should do is to check the company details. If there are none or if they cannot be verified, then it is 99% definitely a scam shop. Checking it , on this shop, might have taken maybe 3 seconds (no terms and conditions) and that would have saved you some money. Consider it a learning fee.
