Always make sure to check the legal notices on websites before you order anything. If you don't find anything that identifies the owners clearly then it's a scam. There's other red flags to look out for as well like extremely low prices and discounts across the entire site.
In any case, if you made the purchase with a credit card you may be able to get a refund with Chargeback:

Site ul unde se presupune ca s ar face returul este unul dubios avand in vedere ca cere datele cardului. Se poate face ceva in privinta asta ?

If your husband paid by credit card, he can contact the bank or cc issuer and ask for a refund via Chargeback.

Am comandat un glucometru și mi-au trimis un puls oximetru de 10 ori mai ieftin și pe deasupra e și stricat(pulsoximetru). Suma dată de mine e de 300 Ron.
